The last change in traffic rules in Kazakhstan

The rules of the road traffic of Kazakhstan, approved by the Decree of the Government of the country No. 1196 of 13.11.2013, have undergone changes. This was done by the Decree of the Government of the Republic of Kazakhstan No. 472 of June 23, 2015. In them, additions and changes were made.

Reasons for making changes

What were the reasons for the new changes in the traffic rules in Kazakhstan? The government of the republic explains this step by bringing the SDA into line with the legislation in connection with the further improvement of the public administration system and taking into account the public's criticism of certain provisions of the current law.

Introduction of new concepts

The fines of traffic rules were revised upwards. Kazakhstan has long worked on the rules established in the 90s of the last century. Therefore, some provisions in the rules were absent or were presented in a different interpretation.

The 2013 Rules did not include some concepts: weight with load and no load, irregular transportation of passengers by road, baggage. These definitions were introduced and approved by the Resolution. New changes in the traffic regulations in Kazakhstan made it possible to solve this problem by eliminating the concept of "Adjacent Territory" from the relevant paragraphs and amending parts of the rules that had previously contained the term. Thus, the introduction of changes allowed the injured citizens to receive compensation for damage under the law on compulsory civil liability insurance of vehicle owners.

Use of seat belts

With a view to safety and safety of life of drivers and passengers as a result of accidents, changes were made to the current regulations that would increase the level of use of vehicles.

One more item is included in the new changes in traffic rules. In Kazakhstan, a ride is established with permanently switched on lights. It can be a low beam, daytime running lights, fog light. The rule is valid throughout the territory of Kazakhstan. Penalty for failure to comply with this paragraph is the first violation of 5 MCI, with a repeat violation - 7 MCI.

What was the reason for this innovation? According to the conducted researches the car with the included headlights is better visible, which allows to reduce the risk of collision of vehicles. This is especially important in case of bad weather and fog, which is quite justified in the highlands.

Inspection period

Abolition of passing cars, the age of which is not more than 7 years, vehicle inspection. The previous term was 4 years. The latest changes in the traffic regulations in Kazakhstan were introduced taking into account the quality of cars and the fact that owners regularly carry out scheduled repairs. On the basis of this, the duration of the ride without inspection was increased.

Cancellation of the issued power of attorney

Under the old rules, driving a car that does not belong to the driver in person, was possible only with a notarized power of attorney. Does not require this new change in traffic rules. In Kazakhstan it is now sufficient to present a usual written power of attorney from the owner of the car. This item will save you from bureaucratic red tape to draw up a power of attorney and will save money.

While driving, the driver must have the rights, transport insurance, a technical passport for the car. The power of attorney did not play a special role before: if the car is in hijacking, then the hijacker does not have the above documents.

Embarkation and disembarkation of passengers in specially designated places

Another interesting change in traffic rules. In Kazakhstan, now the disembarkation of passengers from the vehicle should be carried out only at specially designated stopping places. Previously, this involved public transport, now it is necessary for all cars. This point has caused a lot of disagreement, since special stops are reserved exclusively for public transport. Stopping them, especially in big cities, with a large number of buses, trams, trolleybuses, shuttles - this is a difficultly executable action that entails unpleasant consequences, since serious fines punish any violation of traffic rules. Kazakhstan asks once again to clarify this norm.

Training on a vehicle

The old rules provided for a list of roads on which driving was prohibited on training vehicles. On all roads that are not included in this list, you could move by car with a cadet. Now the Government of the Republic coordinates the list of routes compiled by the authorized body, for which movement on educational transport is allowed.

Transportation of passengers by bicycles, mopeds

The ban on the transport of passengers on mopeds, bicycles - a new change in traffic rules. In Kazakhstan, before that, it was allowed to transport a child under these types of transport up to 7 years with a specially equipped place. The introduction of this item is due to the fact that the traffic has become intensive. Riding on an unprotected vehicle, and even with a passenger, significantly increases the risk of creating an emergency.
