What does the bullpen mean? Decipher this abbreviation can be as follows: a pre-trial detention center. Now this term was replaced by a new name. Now instead of the bullpen use the abbreviation IVS (temporary detention facility).

What are IVS?

Temporary detention facilities are places of detention of persons suspected of committing a crime. These citizens are temporarily placed in special cells attached to territorial bodies of internal affairs. IVS does not apply to separate independent structures of ATS, the bullpen is a camera located in the internal affairs bodies. The isolator is a special institution, which is part of the system of the Ministry of Internal Affairs of the Russian Federation. What is the difference between IVS and SIZO? First of all, they are subordinated to the Ministry of Internal Affairs, and not to the Federal Penitentiary Service.

The legal basis for the activity of temporary detention facilities is Art. 91 of the Code of Criminal Procedure. It deals with the detention of the victim, which is a measure of procedural coercion, and not a preventive measure. If the person is imputed detention, then it must be placed in the remand center.

Duration of stay

The detainee can stay in the IVS (bullpen) no more than 48 hours. The accused, who was put on the wanted list and subsequently discovered, can also be placed in the IVS. Detention begins from the moment when the person is deprived of the right to dispose of himself, the term itself is counted from the time of delivery to the investigator or investigator and can not exceed 2 days. Upon his expiration, the suspect should be sent to the SIZO, arrested or released, and the court can extend the term of stay in the ITT for a maximum of 72 hours. During the detention, a protocol is drawn up, which must be signed by the suspect and the person who compiled it.

It is worth noting that the bullpen - this is also a camera, where people can be held, in relation to whom such a measure of restraint was chosen, as imprisonment. This happens in those cases when investigative actions are conducted outside the settlements where there are pre-trial detention facilities. The maximum stay in them in this case is limited to ten days a month.

Need to stay in the bullpen

The person who committed the crime is isolated from society by placing in appropriate correctional institutions. Until then, the investigative and investigative authorities have been carrying out a large amount of work to then transfer the case to a court that must issue a resolution on arrest or, on the contrary, release the detainee. It should be noted that in the cells there may be those who are serving an administrative punishment within 15 days.

Conditions of detention

The detention in the prison is reminiscent of prison conditions, that is, the detainees are in closed cells that restrict their freedom. Often there are no sanitary devices, from the whole situation here you can find only sleeping places. The conditions of detention are quite strict: the movement without an escort is not allowed, and at night the cameras are illuminated until dawn comes. Activities such as cultural leisure, walks and other benefits are not provided because of the short stay in the ITT. They can be realized if equipped premises are provided.
