Obediently to the show lowering their eyes, the functionaries from the municipal economy of all stripes recognize the imperfection of the chosen program, but tirelessly stresses its successes achieved on the way of bringing the housing and communal services to the level corresponding to the 21st century.

Let's not talk about tariffs - this topic is brightly covered. We will try to understand what kind of achievements such reform has given us at the most mundane level. At the level of the owner of an apartment in an apartment building, which has one or another need for services of an electrician, a plumber or some other specialist.

In fact, only one has achieved measurable success. Operating and supervising organizations, as well as administrative institutions, have received exhaustive tools for legitimizing their own irresponsibility. Legislative base, as well as forgery mechanisms developed during the years of reform, allow them to escape with impunity their duties without providing the necessary services to the population or providing them with improper amounts and at inflated prices.

Take for example the most common in the city aspect of housing and communal services - the work of plumbers. Over the past year, only a dozen deputies of the Moskalkova have filed complaints with complaints about the charges. Monthly people pay utility bills on receipts, in which among other things there is a column "maintenance and repair." What do citizens actually get for this? Rapid response to your own needs? Carrying out pre-paid repair work as the need arises? Replacement of worn out communications?

In practice, the following list is formed:

- Acceptance of applications from the position "we do you a favor";

- Prolonged nature of reactions to received applications;

- The masters lack a minimal set of typical parts, which leads to the inability to eliminate the most elementary but acute problems (accidents);

- Fees and illegal claims for payment for services, payment of which is included in the "maintenance and repair" column in advance. It's not about connecting washing machines and dishwashers. The payment is required for the elimination of leaks in rusted steel carts or the cleaning of blockages.

- Lack of prevention.

Here on this, the last point I would like to dwell particularly. Many of us still remember what a planned detour is, but in reality they are occasionally reminded of this only by the gas service. Neither electricians nor plumbers do not bother with planned work.

So where are the detours? Have they been abolished? Many administrations and operating organizations are humiliated and twisted, trying to throw off this responsibility. They "forget" that the aforementioned employees of the housing and communal services are still obliged to conduct planned preventive maintenance. But citizens are only told to report that they need to monitor communications themselves.

That is, a schoolteacher, is obliged to understand plumbing engineering. And a ninety-year veteran of the war. And the nurse should be able to assess the level of wear of the wiring. And of course, any office worker. All of us must now be plumbers, electricians and other masters of all trades. This is by the way, despite the fact that we do not have the right to do anything ourselves, even if we have the necessary qualifications.

If you press a little on workers of housing and communal services, it turns out that the norm compelling to bypass the apartment is still there. And then a universal phrase comes to the aid: "You were not at home and you did not open the door." And in support of the obvious forgery with the magazine bypass. The system of forgery is fine-tuned and the courts are filled with cases, do not want to understand the circumstances of the "bays" and "fires" with pleasure accepting those "fables of Fontaine" that bring in court administrations and operating organizations.

Generally in the face of any checks or court, the consumer remains alone. Plumbers, representatives of the administration, dispatcher workers and managers of the management companies are rallying against who they really are. Massive false documents about regular detours and "undiscovered doors", testimony, circulars and acts - all this separates the consumer of housing and communal services from justice and justice.

Today, citizens are defenseless. In the face of housing and communal services, consumers of services today as workers before the trade unions of the 1980s, who defended not the interests of the working people, but their own interests from the working people. So, the numerous housing and communal services structures that exist exclusively on the proceeds from users of services, as a result of the reform, direct their activities to protect themselves from their legitimate demands.

My personal position, as well as the position of the entire faction of our party in the State Duma, is such that the need for housing and communal services reform is undeniable, but that barbaric, lacking justice and aimed at the protection of the interests of dishonest leaders, the reform that is being conducted today, has no right to exist.

Today, being under the constant pressure of the party of power, we can count on success in protecting the interests of citizens, only with the active position of the citizens themselves. Do not let your legitimate interests be sacrificed to the interests of capital. Be more attentive to the control over the activities of HOAs and operating organizations. Demand a response from officials of all levels. And then your wishes will be taken into account. Together, we can make the authorities stop parasitizing housing and utilities, and achieve a dignified life.
