Issa Kostoyev: biography, work as an investigator, political activity

For the man in the street, these two people turned into a confrontation. Both faced life's injustice: the family of a native of the Ingush village Ekashevo was expelled to Kazakhstan, where Issa Kostoyev, whose biography will be presented in the article, vowed to fight against unrighteousness. Maniac Chikatilo from the Ukrainian village Yablozhnoye chose a different path - revenge, nurturing vices and hatred in oneself.

The beginning of the way

Date of birth of the future legendary investigator - 08/08/1942. His parents are illiterate peasants who fell under the repressions in 1944. Having started his labor activity from the locksmith of the motor depot (Akmolinsk), Issa Kostoyev promised himself to get education in order to learn how to protect the rights of his relatives. Becoming a member of the CPSU in 1960, he will proudly carry a party ticket in his pocket, embodying it with the idea of social justice. In 1965 he graduated from the Faculty of Law of the University in the city of Alma-Ata, specializing in criminology and criminology.

Until 1974, went from investigator to prosecutor-criminalist in the North Ossetian Autonomous Soviet Socialist Republic. After his transfer to the Prosecutor General's Office, he entered postgraduate study at the Moscow State University, which he successfully graduated in 1980.

Until 1992, Issa Kostoyev - investigator, deputy head of the Investigation Department (in this post he interrupted the 12-year bloody track of the maniac and murderer A. Chikatilo), the head of the Prosecutor General's Office of the Russian Federation. In 1992, he accepted the appointment of the representative of President Boris Yeltsin in Ingushetia. A year later he was elected a deputy of the Federation Council, leading the Committee on Constitutional Legislation. Recalling the labor path, he considers the work of the investigator as the main business of his life. Therefore, I used the opportunity to return to the Prosecutor General's Office, where from 1996 to 2002 I was in charge of international legal affairs.

Until 2009 he represented Ingushetia in the Federation Council, having done a lot to end the Chechen-Ingush conflict. Issa Magomatovich Kostoev - the pride of his people, who rose to the rank of Major-General of Justice. The Order-bearer (the last award is the Order of Merit for the Fatherland, IV Degree, 2007), he has the title of Honored Lawyer of the Russian Federation, the third in the seniority rank in the justice bodies of the Russian Federation. The statesman, who does not know how to sit around, published the book "Russia: the underworld", which reveals a panorama of the criminality that swept the country in the 80's and 90's.

Investigator for particularly important cases: achievements

27 years old he was given an outstanding criminalist by an investigator. During this period, he was able to protect not one person, stopping the terrible deeds of Storozhenko, Kulik and other killer maniacs. His last investigation was the sensational Chikatilo, which shook the whole country. About this Richard Lurie wrote the book "Hunt for the Devil", is still a bestseller.

Twelve years in the Rostov region a free maniac was walking around, the murders of which were innocent, and one of them, 29-year-old Kravchenko, was shot in 1983. Having headed the capture of the criminal in 1987, in 1990 Kostoev completely exposed the maniac, having collided during the investigation with the Kravchenko case.

Not having smoked before 9 months, he picked up a cigarette, reading the lines from the last complaint of the convict. He argued that the day would come when the investigation would be ashamed of the ruined life of an innocent man. Since then, the former investigator for particularly important cases stands for criminal liability of operatives, prosecutors, judges for mistakes in the investigation.

Who is Chikatilo?

Born in Ukraine in 1936, the future maniac heard the mother's stories about how his elder brother was kidnapped and ate in the Holodomor (1933). Fearing the repetition of history, he simply did not leave the house all 1946. His father was taken prisoner in 1941, which automatically made him "a traitor to the Motherland", and in 1943 a sister was born. There is a version that the mother was raped by a German soldier.

After school, Andrei Chikatilo served in the troops of the Ministry of Internal Affairs, where he allegedly was subjected to bullying. After graduating from the Pedagogical Institute, he worked for a while at the boarding school, where his perverse sexual inclinations were first discovered.

This did not stop him from creating a family in which two children were born. His wife later became the head of the kindergarten and did not know about her husband's second life. He worked as a supply agent, often on business trips, which allowed him not to stay overnight at home. Since 1978, he regularly raped and killed women and children. The peak of his activities fell on 1984, when he committed 15 murders. In total, he was charged with 56 crimes, 53 of which were proved by the investigation. In a manically recognized maniac, he developed a mental breakdown in childhood.

Detention of the offender

In 1985, the operation "Lesopolosa" began, for most of the crimes were committed in the forest zone. In the course of it 200 thousand people were checked, 1062 offenses were disclosed, information on 48 thousand suspects with sexual deviations was collected. But even this did not bring the main result - the capture of the criminal.

In 1990, Chikatilo was detained by a policeman while leaving the forest. He was released, but Issa Kostoyev became interested in a strange coincidence: in 1984, for the molestation of girls in transport, this citizen was already late. After that, another 21 murders were committed.

According to the card file, five similar detentions were revealed. Due to an error in blood group analysis, he was not able to be held liable for a real murder, and he was convicted of stealing a battery for 6 months. In the process of work Kostoev revealed a large number of violations. So, one Burakov destroyed cards with the fixation of detentions, and the employee of the district prosecutor's office was illegally arrested by Telman Gdlyan, which caused a conflict between the two employees of the Prosecutor General's Office.

The exposure

After the November 20 detention, the investigation had 9 days to convict the criminal and bring charges against him. Issa Kostoyev decided to keep the defendant in the KGB of the Rostov region, excluding the access of strangers to him. After 7 days the cunning criminal closed himself and fell silent. The investigation had no convincing evidence, so it remained two days to "talk" the maniac.

Kostoev tried to convince Chikatilo that they knew everything. He can avoid the death penalty only in one case, if a mental illness is detected. And it is possible to commit such crimes only in an insane state. For conviction psychiatrist Bukhanovsky was sent, which predetermined the decision of the maniac. Chikatilo gave testimony, describing those murders for which other people were previously convicted. In court, he portrayed a mentally unhealthy person, but three examinations proved his complete sanity at the time of committing brutal acts.

Execution of a criminal

In the photo you can see the criminal and his autograph on the book, which tells about the crime. Andrei Chikatilo was shot in Novocherkassk prison on February 14, 1992. This was one of the last executions on the eve of the announced moratorium. Finally, he asked to keep the brains promised to the Japanese for a lot of money. But it was the shot into the head that killed the life of a man-beast.

The position of a politician

As a politician, Issa Kostoev adheres to views that are not always shared by the authorities:

  • He is an ardent supporter of the return of the death penalty for serious crimes while criminalizing mistakes in the conduct of the investigation.
  • He opposes permission for weapons, including traumatic weapons.
  • He considers it necessary to return the PPCs to the MIA system.
  • He thinks that the introduction of immunity status for deputies is erroneous. It is necessary only within the framework of official activity.
  • He regards the Cossacks as an illegal formation, which requires compulsory dissolution.

The legendary man of the Ingush people still defends justice in the way that she understands, in the name of her own children (they have five) and grandchildren.
