What documents are needed to register maternity capital and what do parents of the second child need to know?

Since January 1, 2007, the state has launched a grandiose program, which was supported by legislation. Its essence is that families with two or more children are given the opportunity to receive a special monetary allowance (maternity capital). The birthday of the child to whom the funds are assigned should not be earlier than the date from which the law came into force. What do you need to know about state aid for families with children? What documents are needed to register the parent capital? How to use the funds received? These and many other issues are still of interest to citizens who have small children or intend to give birth to them.

What you need to know about family capital

We must immediately draw attention to the fact that cash is issued only once. This happens after the birth of the baby, for whom capital will be assigned.

Each year the state carries out indexation of funds. So, for example, in 2007 the amount of capital was estimated at 250,000 rubles, and in 2014 it will amount to 429,408 rubles.

The amount of payments varies, but the certificate is not replaceable, it remains the same. If, for some reason, the documents were not timely issued, citizens have the right to apply to the relevant institution at any time. At the same time, it is necessary to clarify what documents are needed to formalize the parent capital. And there are no time limits for obtaining a certificate by the state.

At the expiration of three years from the moment of the birth of the child, the time comes when it is possible to spend money. If the family has a need to repay a loan or another loan for the purchase of an apartment or building a house, then it is possible to dispose of the family capital without waiting for the specified age of the baby.

The funds issued should not be taxed.

Capital is not intended for an individual child, but for a family, so money can be spent on meeting common needs.

The certificate is valid only if you have a passport or any document that replaces it. It becomes invalid after the owner of the parental rights has been deprived of his rights, and also if he commits a crime against the child or his death.

If the certificate is lost, then a duplicate is provided. The certificate for cash payments is received in the territorial directorate of the FIU located at the place of actual residence or a citizen's application. Having ascertained which documents are needed for registration of the parent capital, a person can deliver them to the FIU through a trustee or by mail.

Who can receive funds

A woman who gave birth or became a guardian of a second child (not earlier than January 1, 2007) may become a participant in this program. At the same time, she must have Russian citizenship.

A man has the right to receive a certificate if he is the only parent of children. The date of the court decision on adoption (if the children are adopted) should not be earlier than the deadline after which the program came into force. Citizenship of the Russian Federation is a mandatory count in the contract.

But there is an exception. For a father, the condition of citizenship is not decisive in determining the right to receive a certificate. The pope receives it only if the mother is deprived of such an opportunity. This can happen in the case of a court decision in which her parental rights have been revoked, her committing a crime against children, and also if the mother is not alive.

Minor children (in equal shares) also have the right to the means provided by the program. This happens only in case of loss of parents or guardians.

How to get a certificate

Information on what documents are needed to register maternity capital can be fully received in the territorial bodies of the Pension Fund of our country. First of all, it is necessary to file an application, which indicates the intention to issue his extradition. It must be considered within thirty calendar days from the moment of its submission. After this, a notice informing about the results of the application review is sent. The solution can be either positive or negative.

Together with the application for the issuance of a certificate, it is necessary to submit other documents for the registration of the parent capital. This is a package of identity papers indicating the permanent residence and Russian citizenship of a woman or a man who claims to receive funds. Sometimes, instead of a passport, it is allowed to present another identity document confirming the identity of the applicant. Original originals of certificates for children - confirmation of birth or adoption, but only the second and subsequent kids will be required. In addition to all of the above, it is necessary to confirm their Russian citizenship.

In special cases, when registering documents for maternity capital, you will need a certificate of death of a woman who gave birth to a child, confirmation of her deprivation of her rights to the baby or of committing criminal acts against children. In the event of the death of parents or guardians, the necessary information is also provided.

In some regions of Russia documents for registration of the parent capital (2012) were required in a double copy. All this is due to the fact that since February of this year in some regions of the country the programs "Regional maternity capital" have been launched. Their funds were additional. The programs indicate the amounts, conditions for their payment, recommendations on the use of this money are given.

Improvement of living conditions

All means of the parent capital or a part of them can be directed to the improvement of housing conditions, that is, the purchase of an apartment or an object of individual construction is permitted. Reconstruction of the house can also be carried out at the expense of the stipulated money. It is allowed to use this capital to pay the initial installment, repayment of the principal debt or interest on the loan, a loan for the purchase of housing. There is also a payment for participation in shared construction or an entry fee to the cooperative. It is very important that housing can be purchased only on the territory of the Russian Federation.

Getting education for the stipulated money

The funds received under this program, you can also get education for any of the children of the family who have not reached the age of 25 years. Training should be carried out within the territory of the Russian Federation in an educational institution that has state accreditation.

Formation of labor pension (accumulative part) and maternity capital

It turns out that the introduction of such programs contributes to the increase in payments that the population receives with the onset of a certain age. All means or any of their shares are allowed to be directed to the formation of the labor (funded part) of the pension. All this is done by submitting a completed application form to the RPF or any other non-state pension fund.
