Reform is a change controlled and planned by the ruling elite. They, as a rule, cover the most important social parameters. Reform is a process that affects the political, cultural, social, economic sphere of the country's activities. Changes are usually aimed at increasing public energy through modernization, reducing disorganization, overcoming the state of discomfort. Reform is an event that results in a deeper (new) consensus. As a result, as a rule, it is possible to avoid a catastrophe. It is very important! Reform is an attempt to eliminate the sociocultural contradiction, the effectiveness of which is achieved through the introduction of new ideas and corresponding relationships.

Features of the reform process in Russia

These or other changes in the country are carried out, as was noted, by the ruling elite. Transformations can affect private areas. For example, the government can be reformed health care, court, army, education and other spheres. As a rule, changes are perceived by the government as a necessity of modernization, development of the economy. The forces of traditionalism view the transformation as a shift of the center of power down, a certain leveling, a source of increasing benefits of various kinds. As historical practice shows, the people expect from miracle changes. So, for example, the land reform and other transformations of 1861 eventually led to the restoration of serfdom in full and scale terror. Liberalism in the changes provoked some discomfort, which, in turn, gave impetus to the establishment of statehood, capable of equalizing everything.

Factors provoking reform in Russia

One of the main prerequisites for the beginning of the transformation is the originality of the country, the specificity of its historical development. These factors during one or another period of the existence of the state provoked a split in the system of power. This inevitably entailed a destruction within the culture, a violation in social relations. The schism begins to acquire endless cultural and social forms. Destructions are present in the very activities of people. This is reflected in the confusion of the desire to preserve social relations and culture unchanged and to change them simultaneously. In this regard, there is a need to evaluate the reform, applying the dual position: to reduce the split by its increase. As the driving force of the transformation is an increase in the mass state of discomfort. In other words, the notion that comfortable earlier, acceptable, habitual "native" social relations, social and cultural environment become dangerous, hostile, alien are growing. This poses a challenge for the reform to reduce, weaken this process, which may threaten to increase discontent, escalating into mass disorganization and, probably, into a social catastrophe. In this case, the assessment of the transformation is carried out by means of a dual opposition: through the strengthening of the state of comfort.
