Development of Waste Management Documentation

Legal entities and individual entrepreneurs carrying out any activity and, accordingly, handling waste, are obliged to make their inventory and develop the necessary documentation in accordance with the legislation. That is, even a small company that rents a room-office and does nothing in the course of its activity except for paper and tea bags, must have the necessary package of documents.

The development of documentation in the field of waste management includes:

- inventorying;

- development of waste generation standards;

- development of instructions for handling waste products ;

- development of documentation for obtaining permits for the disposal (storage and disposal) of production wastes;

- coordination of documentation in the territorial bodies of the Ministry of Natural Resources and obtaining permits.

Inventory. According to the Instruction on the procedure for the inventory of production wastes approved by the resolution of the Ministry of Natural Resources and Environmental Protection, the inventory is conducted once a year, not earlier than July 1, except for cases of early inventory (identifying new production wastes, changing the technological processes for obtaining products, changing the list of manufactured products Production, change of raw materials and materials used to produce products, reconstruction / modernization or conversion of production, cash Requirements of the territorial bodies of the Ministry of Natural Resources, the decision of the organization). The timing of the inventory, the composition of the commission for its conduct, the structural units in which an inventory is carried out, the list of those responsible is determined by an order to conduct an inventory, signed by the head. At the preparatory stage, information on the activities of the organization, accounting data (statistical and accounting), agreements on the transfer of waste, certificates of work performed, an environmental passport for the transport of waste, other documents on the use (disposal, storage, burial), the scheme of technological processes, information On the consumption of raw materials. Then an inventory survey is carried out - the locations of sources of waste generation, storage sites are determined, the names of generated wastes are determined, measurements (weighing) are carried out, necessary calculations are made, all results are made out. Further, a classification is made in accordance with the accepted classifier. After inventorying, an inventory report is prepared, approved by the head of the inventory commission.

Development of standards. In the event that new wastes are identified during the inventory, changes are made to the standards.

Instructions for the management of waste. It is being developed anew, and in the case of presence - changes are made when new species are identified.

Documentation for obtaining permits. In the case of identification of waste, the degree of danger and the class of which is not defined, their determination is made.

Getting permissions. The developed package of documents is submitted to the territorial body of the Ministry of Natural Resources, which issues the necessary permits.
