Standards for the issuance of special clothing

According to the Labor Code of our country, more specifically, Article 219, each employee can count on ensuring the protection of his labor, including the provision of PPE (an abbreviation of the phrase "personal protective equipment"), as well as means of collective protection. The issuance of special clothing must come from the employer's funds. The Government of the Russian Federation defined the procedure for establishing standard norms for the issuance of special clothing, IZ and collective protection equipment, washing or neutralizing agents, as well as special footwear for those workers who are engaged in hazardous and harmful industries. This concerns temperature conditions, noise, vibration, pollution and other harmful factors.

If earlier there was such a thing as "industry standards for the issuance of workwear," now Article 221 of the TC provides for the possibility for the employer to develop improved (in comparison with the Sample) Standards concerning the free issuance of workwear and other PPE within its organization, taking into account its capabilities, including financial And logistical. At the same time, they should be considered and agreed upon by the primary elected body of the trade union organization, whose opinion is taken into account without fail. The purpose of developing such a document is to improve the protection of employees and reduce the risks of injuries or other accidents in the performance of work.

In order for the procedure according to which the norms for the issuance of uniforms are developed in the organization, it complies with regulatory requirements, and the document itself was revised and updated in time, depending on changes in the external environment, that is, taking into account the latest requirements of regulatory and legal acts, Special instructions. It is advisable to include the following sections:

  • General provisions containing information on the rules and regulations that formed the basis of the instruction;
  • The procedure for the development of norms in the organization;
  • The order of issue;
  • Storage and care, as well as the order of use;
  • Cleaning from pollution, repair, washing and dry cleaning;
  • Responsibility and organization of control.

The norms for the issuance of special clothing are developed for each position and profession, taking into account the standard norms (the list of names is not less, the frequency is no less frequent, the quality is not worse!), The working conditions and the nature of the work performed. In Norms, the type and other characteristics of dressing gowns, warm jackets, slippers, boots, half boots, overalls, protective suits, boots, helmets, gloves, mittens, safety shields and glasses are indicated in the Norms and so on. For each name, the term of socks is provided. The employer must comply with the frequency and other requirements of the Norms, which is confirmed by the entries in the personal card for the registration of PPE. Also, from the employer's funds, storage, repair, washing, drying and replacement are organized.

All employees of the organization are required to comply with the Standards for the issuance of special clothing. That is, the employee must use it carefully, do not allow loss or damage, be sure to keep within the allotted time socks. It can be reduced only in certain cases specified in the section on how to use work clothes, as well as other protective equipment and special footwear. As a rule, such requirements concerning the duties of the employee with regard to the careful and accurate use of work clothes are provided for in the employment contract, which is concluded upon employment. Therefore, in case of loss or intentional damage, a certain amount of money may be collected from the guilty person.

The norms for the issuance of overalls in the organization should be reviewed annually, and also timely updated with a change in the structure, staffing schedule or changes in the technological process that entail new conditions for performing work and changing job duties or the nature of work. They can also be revised after attestation of workplaces or issuing recommendations by the supervisory authorities.
