In Russia, all citizens with children receive the right to monthly benefits from the state. The state continues to care for the new generation. In this regard, a new law on the payment of childbirth allowances has been adopted. It can be received by one of the parents for each of the children living together with him. The right to grant benefits depends on the amount of income for each member of the family.

Financing of benefits is carried out at the expense of budgetary funds of various levels. The benefit is paid to all citizens of Russia, as well as to foreign citizens residing in Russia if they have a registration or residence permit. It is appointed from the moment of applying to the social protection authorities. The application must be submitted no later than six months from the date of birth.

If you submitted documents more than six months later, the allowance will be paid only for the previous six months. The monthly child allowance is paid up to the age of sixteen, but the repayment period can be extended. Currently, the right to receive a monthly allowance for a child directly depends on the financial condition of the family.

Since January 1, 2012 indexation of state benefits for the child has been envisaged. Indexation touched only lump sum payments for the birth of a child. These benefits are paid by the employer. For the purpose of granting a statement is given, where it is indicated that the parents are not working and a certificate from the registry office about the birth of the child. A new procedure for calculating a one-time benefit has been adopted . This allowed to increase the size of the allowance. Now the woman herself can choose which method of calculation suits her more, and choose more acceptable for her.

Every month, the allowance assigned for the care of the child must be calculated in the amount of at least 40% of the earnings. The allowance can be assigned to the mother or father of the newborn. The monthly child allowance must be paid to the workplace, which is the main one for any parent during the payroll period. The list of documents necessary for the calculation and payment of benefits can be found in the enterprise's accounting department. If the child's parents did not work at the time of the baby's birth, the necessary documents are provided to the social protection bodies of the population. If the father of the family at the time of the birth of the child is in military service on conscription, then the child of this serviceman is assigned a monthly allowance. For this, a certificate from the military commissariat is provided .

When accepting documents, the social protection agencies of the population check the correctness of filling out all documents and advise parents on the issues that have arisen with them. The amount of the allowance for single mothers is increased by 100%. Social protection bodies are obliged to take a decision related to the appointment and payment of benefits in ten days, from the day of filing all documents and applications from one of the parents. Due to the fact that the payment of benefits depends on the income of the family, it is necessary to submit annual certificates of income to the social protection authorities.

The allowance is assigned irrespective of other social payments for the child. If you are denied a monthly child support, you must be notified within five days of the decision and send all the documentation that was attached to the application. The reasons for refusal should be indicated in the notification. This decision of the commission may be appealed within thirty days.
