How to bring our environmental legislation to normal?

Most citizens of our country know perfectly well what our legislative power is working with. And the point here is not that the authorities take few laws. On the contrary, there are plenty of laws in our country, but their implementation leaves much to be desired. Especially, environmental legislation suffers from this state of affairs, which exists in Russia only on paper. This is largely due to the fact that in our country these issues are managed by Rosprirodnadzor, which, in turn, is subordinate to the Ministry of Natural Resources Protection.

This scheme reflects the whole essence of the domestic bureaucratic machine - a heavy and sluggish structure that can not respond quickly and adequately to emerging needs. In addition, this state body, already weak and incapable of independent and rapid action, is bound by hand and foot by government restrictions.

The main deterrent is checking. More precisely, the absence of such. This organization, which should be responsible for the prevention of environmental disasters, can not even conduct unscheduled inspections, since their number and terms are strictly regulated by law. However, there is still such a possibility - after the relevant decree of the prosecutor's office, where else it is necessary to apply.

At the same time, the frequency of verification of commercial firms should not exceed once in three years! For such a huge time the company can repeatedly violate environmental legislation and easily escape responsibility, without making any effort. In the department itself, it is reported with bitterness that only one breakthrough in oil pipelines in the country annually is recorded not one thousand, but all officials are fined maximum administrative penalty.

So, as you can see, the concept of environmental law as such in our country is completely absent. How can we combat this phenomenon at the state level? Experts and members of environmental organizations believe that first and foremost Rosprirodnadzor must be directly subordinated to the President's Office and the Government. This will allow not only to really comply with environmental legislation, but also to rid the employees of the department from the networks of that bureaucratic red tape in which they found themselves.

Members of Greenpeace believe that the survey should take place not only those objects of environmental law, which are prescribed in legislative acts, but all industrial facilities without exception. Nowadays, environmental disasters are often caused by the fault of those enterprises that are simply not listed in the relevant register. Accordingly, it is simply impossible to verify them without the necessary sanction of the Prosecutor's Office.

Thus, the environmental legislation of Russia should be completely revised in the very near future, otherwise the damage done to the environment can be irreversible.
